Phase 2 in plain terms

What ZATCA asks of every invoice

Phase 1, in force since 4 December 2021, required businesses to generate and store invoices electronically. Phase 2 goes further: your system has to integrate with ZATCA's Fatoora platform. ZATCA brings businesses in by group and notifies each group at least six months ahead.

A structured format
Each invoice is an XML file (UBL 2.1), or a PDF/A-3 with that XML embedded.
Identity and sequence
A unique ID, a running counter, and a hash that links every invoice to the one before it.
A cryptographic stamp
Signed with a certificate ZATCA issues to each of your invoicing devices.
A QR code
Carrying the seller, VAT number, time, totals and the stamp, so anyone can verify it.
Clearance
Standard (B2B) tax invoices are sent to ZATCA and cleared in real time, before the buyer receives them.
Reporting
Simplified (B2C) invoices go to the customer immediately and are reported to ZATCA within 24 hours.

FAQ

ZATCA e-invoicing questions

What is ZATCA Phase 2?

It is the integration phase of e-invoicing in Saudi Arabia. Your invoicing system must produce invoices in ZATCA's XML format with a QR code and a cryptographic stamp, and send them to ZATCA's Fatoora platform for clearance or reporting.

How do I know when my business has to integrate?

ZATCA brings businesses into Phase 2 in groups, based on revenue, and notifies each group at least six months before its date. If you have received a notice, it is time to start.

Can you integrate with my existing ERP or POS?

In most cases, yes. We need a way to read invoice data from your system, such as an API, a database or an export. We confirm what is possible in the readiness check.

What is the difference between clearance and reporting?

Standard (B2B) invoices are cleared: ZATCA validates and stamps them in real time before the buyer receives them. Simplified (B2C) invoices are reported: you give them to the customer straight away and send them to ZATCA within 24 hours.

Do I have to use Foutart to work with you?

No. If your current system works, we integrate it. Foutart is there for businesses that want a ready platform instead.

How much does it cost?

An integration is quoted on its scope after the free readiness check. Foutart plans start from 49 SAR a month, with a 14-day free trial.
